Who is a producer? arrow faq
Producer is one of the main actors of film industry and he/she bears the financial responsibility and risk in a production of a film. Producers contact scriptwriters and directors and turn the discussions on ideas, stories and narratives into a film project. Afterwards, they bring together financial sources like funds, co-producers, investors, distributors and sponsors, through which the projects may be actualized. During the production of a film, they organize the shootings to be taken place within the current budget and calendar; and gather technical and artistic teams that will operate in the shootings. Following the post-production processes, producers organize and carry out activities regarding sales and distribution. Consequently, producers take active place in the whole production and distribution process of a film including the development of the project, financial matters, preparations, shootings, post-production and marketing.
Why are there three professional associations in the area of production? What is the difference of SE-YAP from the other associations? arrow faq
Other than SE-YAP, there are two other professional associations, namely TESIYAP and FIYAP, which are active in the production area. Members of our association are mostly independent producers working on films that participate in national and international film festivals; and on series and films created for digital platforms.
What is a producers’ certificate? arrow faq
It is a certificate that film and phonogram producers are obliged to obtain according to the 5th article of the Regulation on the Procedures and Principles Regarding the Certification of the Enterprises that perform Filling, Copying or Sale of the Materials on which Intellectual and Artistic Works are Detected. This article was published officially by the government on 18/04/2005.
How to apply for a producer certificate? arrow faq
You can apply for a producer certificate online, via the website of Directorate General for Copyright . After filling out the form and completing online application, Directorate will realize the certification of film and phonogram producers.
Which documents are necessary to apply for a producer certificate? arrow faq

What is the Compulsory First Registration of the Works? arrow faq
First registration of film and music productions is an obligatory procedure for film producers, who are responsible for carrying out the first examination of films and phonogram producers, who are responsible for carrying out the first examination of sounds. This procedure allows preventing violations to their rights, an easier process to prove the holder of the rights and to follow the authorization with regard to benefiting financial rights; without the intention to (hak ihdas etmek).
What is Optional Registration of the Works? arrow faq
Optional Registration of the Works is not an obligatory procedure but it makes easier to determine the creators of the work. It's based on declaration and it doesn't grant any rights or it doesn't result in lose of rights when not practiced. The document received by the declaration when the optional registration of the work finalized, makes it easier to prove who are the owners/creators of the work.
What are the project development funds offered to film projects in Turkey? arrow faq
The Ministry of Culture and Tourism offers 17 types of supports according to the categories of the needs. Categories vary from scriptwriting and writing dialogues to research and development activities in the pre-production process. For more information, please click. Some of the project development platforms are "Meetings on the Bridge" and "German-Turkish Co-Production Development Fund", which are organized within the scope of Istanbul Film Festival; "Antalya Film Forum" organized within the scope of Antalya Film Festival; and Project Development Support that is offered within the scope of Ankara Film Festival.

What are the types of SE-YAP memberships? What are the terms and conditions for each type of membership? arrow faq
There are 3 types of memberships in SE-YAP.







1) Full Members



Terms and conditions to be a full member of the association:



a) To be a natural or juridical person, who is the rightsholder of a film as its producer,



b) To have the legal capacity to use his/her civil rights,



c) At least, to be the producer of either one feature-length film, one documentary, one animation, one audiovisual work or one series.



Full members have the right to vote in general assembly and take charge in administrative units.









2) Benefiting Member



Terms and conditions to be a benefiting member of the association:



a) Natural or juridical people, who do not bear the qualifications to be a full member but have taken over production rights recognized by the legislation in full or partially by inheriting or by derivative acquisition legislation and have the authority to use one or more of those rights temporarily or permanently.



b) Parents or guardians of people who do not have the legal capacity to use his/her civil rights.



Benefiting members cannot take charge in the administrative units of the association. They can participate to general assembly without voting.







3) Candidate Member



People that bear the qualifications to be a full member but haven't fulfilled the condition to be the producer of either one feature-length film, one documentary, one animation, one audiovisual work or one series yet, can be a candidate member. Candidate members can become a full member after fulfilling that condition.



Candidate members cannot vote in general assembly and cannot take charge in administrative units.



Under what conditions membership to the Film Producers Association of Turkey terminates? arrow faq
Memberships terminate under below conditions:

1) Death of a member or ceasing to be a juridical person

2) Resignation from membership
Members may request resignation from the membership of SE-YAP with a written application without stating any excuses. Membership terminates with that application, without prejudice to the provisions on the validity of the authorization certificate.

3) Being removed from membership
Full and benefiting members may be removed from membership with the advice of General Assembly and the decision of the Disciplinary Board.
a) To prevent association functioning or fulfilling its purposes by deliberate actions and behaviors.
b) To carry on actions contradicting Association's Bylaw and/or authorization certificate even though a written warning is received.
c) Not to pay membership dues for three years even though a written warning is received.
d) As a full member, not to attend three (3) successive General Assembly meetings without stating excuses.

4) No longer possessing the qualifications for the membership
As a current member of the association, if the qualifications stated on the 14th-16th articles of the Bylaw of SE-YAP and/or on the Legislation of Professional Associations on Copyrights are no longer possessed, membership will be terminated.

5) Authorization Certificate Becoming Obsolete
In the conditions like related rights being delegated by the member to another person or ending of its term of protection, membership will be terminated since there will not be any rights to be managed, followed or conduct its collective rights management by the association anymore.
